There are a lot of decent MMOs on the market today; for example, World of Warcraft, City of Villains, Age of Conan, EVE Online, Everquest, etc. However, all of them have a subscription fee attached to them, and that is a turn off for many gamers.
Here I have a list of several games that are free to play, and fall under the category of MMORPG. Most, if not all of these, have optional things you can purchase with real life money, but besides that, making an account and jumping in on the action is completely free.
Maple Story

Release Date: 04/29/03 Korea, 11/28/06 United States
History: Maple Story was created by Wizet and was originally released in Korea, where it spread to Japan, South East Asia, and the United States. It is a typical Korean MMO, consisting mainly of grinding monsters, where quests have little to no impact on your experience bar.

Why Should You Play: It's a great way to kill time, and to insult young children on the internet.
Fly For Fun

Release Date: ?
History: FlyFF is a 3D MMO, but it takes the same approach as Maple Story. In essence, it is a 3D grindfest, except quests are more important, and there are dungeons you can do.

Why Should You Play: Another good way to kill time, with a slightly better community. Also, it's 3D.
Grand Chase

Release Date: 02/01/08 United States
History: Grand Chase is a fairly new game, debuting this year. Like any other MMO, you gain EXP and level up. However, Grand Chase consists of missions, which you can join. It also has PVP, which is fun. It's 2.5D, per se. The characters are 3D, but the backgrounds remain 2D.

Why Should You Play: It's new, free, and actually enjoyable.
Atlantica Online

Release Date: 06/08 United States
History: Atlantica Online is a VERY new game, only coming out a few months ago. The approach on this is very interesting as opposed to other games. Atlantica Online uses turn based battles, similar to Final Fantasy games. It makes for a very unique experience.

Why Should You Play: It's very new, and if you like Final Fantasy games.
Runescape

Release Date: Who knows?
History: This is half a joke, and half serious. Runescape, when it comes down to it, is a gigantic grind-fest, and a lot of the content you need a subscription for. However, when you just want a game to load up and play, Runescape is the one.
Website: www.runescape.com
Why Should You Play: Easy, semi-enjoyable.
Okay, there you go, five FREE MMORPGs for you to enjoy, whether you're cheap or just on a tight budget. I'm sure there's more, but these are ones that come to my mind when someone mentions "Free MMO." Hope you enjoyed the list, and hell, I might add some if I come across any.

I actually enjoyed Atlantica quite a bit in the beta. It had the least amount of korean grind in it of all these free korean mmo's. I got my fill after about 40 levels though. At that point you've done everything they have to offer a few times. The scenery doesn't change alot and everything starts to feel teh same. Was fun though.

You forgot Tibia!!! (www.tibia.com). It's got several hundred thousand active players, can be played for free and has been around for almost 10 years. The game has no level cap, skill cap, or end, and is updated about every 6 months. The game has no sound and very simple graphics and is played from a top down view. Death is very heavilly penalized, loosing 1-3 levels (10% exp), all the contents of your backpack and possibly gear. Also player killing, while less common these days, is only punished by a white skull, which allows other players to kill you without penalty for a certain amount of time.

I'll tell you what. I'll check it out, and if I like it, I'll add it on the list and give you credit for suggesting it.
