Yeah, because kick honestly had to be off the GCD when rogue's GCD is 1 second. Yes it did.

If you hit an ability immediately before someone starts a cast that 1 second can screw you over. Keep in mind that Blizzard's netcode is extremely lenient when determing what event happens first. If two events happen too close together, both are executed. That is why rogues constantly see their kick go off and get the message that the spell is interrupted but the spell goes off anyway.
Happens all the time. Not that I really care, I'm done with WoW. Warhammer delivers actual world PvP.

its amazing how many terrible players this change has uncovered. It doesnt even affect the hemo spammers. If you go below 25 energy now you will still go below 25 energy in wotlk. The change just means that a caster cant get lucky by casting at the same time you use an ability and avoid the kick because he completes the cast before it appears on your screen due to LAG.
Most of the time a caster gets a spell past me, it isn't by fake casting, or waiting for my energy to go to 0 (it doesnt), it is by getting lucky like this. Good change, raises the skillcap for both rogues and casters.

Good change. They should do the same for all the interrupts in the game.
