Go to www.worldofwarcraft.com and log in to your account. A splash screen should pop up, asking for you to opt-in. If it doesn't, there is an opt-in button on the account management page.
If you have multiple accounts, you must opt-in on each account.

I'm at work so I can't really check but is there a page where you can apply for the beta? I have like 6 accounts and I never seem to get an invite...

Unfortunately Blizzard links don't work here (probably because we use IE6) so I'll have to wait till I get home. I'm likely going to get owned hard and not be able to sign up and miss out on another effing beta.

Its random, not time based.
Nethaera has just come out
and said that the beta
selection process will be random. This is important for all of us to know:
there will be no precedence or order associated with the opt-in. What does this
mean? It means even if you sign up tomorrow you have a chance to get in, and
that all of us who rushed to sign up when it just opened get no real
benefit.

This is my point though. Since it's random, and not time based, it's even worse. I'm not joking about having 6 accounts. I never got a single beta invite for TBC either and I had friends that got like 2 or 3 for their accounts...
I'm actually very interested in the WotLK beta (much like many are, I'm sure) and would really like to get into this one and test it. May the force be with me.
